UNICOPS is Europe’s coordinated response to emerging CBRNE (Chemical, Biological, Radiological/Nuclear, and Explosive) threats in higher education institutions. Built by a consortium of 21 partners – including security specialists, law enforcement agencies, university leaders, innovators, and researchers – UNICOPS is developing the first dedicated operational protection framework designed specifically for university campuses.
Through study visits, research, and full-scale field exercises across Europe, we identify the real-world challenges that universities face in fast-moving, high-impact crises. Drawing on this evidence, UNICOPS creates integrated systems, practical risk-mitigation protocols, improved cross-agency coordination pathways, and a dedicated emergency-response platform shaped by current needs and evolving threat patterns. Universities are open by design, and that openness brings unique vulnerabilities.
UNICOPS provides what Europe’s current safety landscape lacks – an updated, multidisciplinary, and operational approach to CBRNE readiness built specifically for higher education environments. The UNICOPS project aims to enhance the security of EU universities—especially for international students—by strengthening prevention, preparedness, and response to CBRNE threats without undermining academic openness. It seeks to assess and improve existing security regulations and procedures, develop practical CBRN-focused recommendations, and deliver innovative training (including VR and serious games) for diverse university stakeholders. Through large-scale exercises and broad dissemination, UNICOPS aims to increase resilience, awareness, and coordinated response capacity across EU higher education institutions.
