[IWA] Move IwaKeyDistributionInfoProvider to //components (Mechanical Move) This CL performs the mechanical move of IwaKeyDistributionInfoProvider and its supporting files (features, histograms) from //chrome to //components/webapps/isolated_web_apps/key_distribution. It updates all header includes and BUILD.gn dependencies to reflect the new location. The provider now inherits from IwaRuntimeDataProvider directly to satisfy components layering, and the registration in runtime_init.cc is updated to use IwaRuntimeDataProvider::SetInstance. This is part 1 of a split to simplify review. Non-mechanical refactorings (like the ChromeIwaRuntimeDataProvider alias and test support relocation) will be in a follow-up CL. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
