Unicode::Japanese is a Perl module for converting Japanese encodings. It has support for conversion between ZENKAKU and HANKAKU, and safely handles EMOJI for mobile devices (DoCoMo i-mode, ASTEL dot-i and J-PHONE J-Sky).
