ci: noble daily runner will run on self-hosted systems

Github worflows for daily integration test runs currently experience
a failure rate > 20% in noble and questin. Provide an optional
hosted_runner input param to allow some jobs to run on Canonical
self-hosted runners to sample whether failure rate is improved on
self-hosted environments.

Converted test_cc_growpart.py from unittest to pytest:
-Removed all unittest and TestCase imports and inheritances.
-Used pytest fixtures for setup and mocks
-Converted all self.assert to plain assert.
-Made a couple of minor changes to avoid unusual behavior.

run-container: add support for LXD VMs (#1433)

Backport of d1149988323bb88 to stable-19.4.

Images of older releases (e.g. CentOS 7) can't run as containers on
newer Ubuntu releases because they need a CGroupV1 host system. They
can however run as VMs.
