CCBHC-T PROGRAM TECHNICAL ASSISTANCE
Certified Community Behavioral Health Clinic Transformation (CCBHC-T) is a program to support state governments with scaling, strengthening and sustaining their CCBHC demonstrations. CCBHC-T provides vital and comprehensive technical assistance (TA) to states and clinics to advance the vision and impact of the CCBHC model.
The three-year initiative is led by the National Council for Mental Wellbeing in partnership with the National Association of State Mental Health Program Directors and is being implemented in partnership with the Community Mental Health Association (CMHA) of Michigan.
As part of this initiative, Michigan CCBHCs will receive extensive TA support to help strengthen community-based care, expand the behavioral health workforce, and ensure more people get the help they need – when and where they need it. This effort will strengthen CCBHC services, invest in the behavioral health workforce and ensure sustainable, high-quality care for Michiganders in need.
This page serves as a centralized resource for participating clinics to access training and technical assistance opportunities across five domains, direct consultation support, and program updates.
Available TA by Domain
CCBHC-T Program TA will be offered across five domains. Each domain is structured differently as a combination of live webinars, office hours, peer-to-peer learning, and direct 1:1 clinic TA. Structured TA modules will be offered on a staggered schedule to ensure maximum availability and participation by CCBHCs.
Direct 1:1 clinic TA can be requested at any time for any domain using this interest form.

Domain 1: Realize the Vision for CCBHC
Domain 1 supports clinics in establishing a clear, actionable vision for CCBHC transformation aligned with organizational priorities, stakeholder needs, and long-term sustainability goals. Technical assistance focuses on strategic planning, stakeholder engagement, and foundational practice transformation activities to support meaningful organizational change.
Clinic Vision & Practice Transformation Workshops: The Clinic Vision and Practice Transformation Workshops is a three-part series designed to support CCBHC leaders in developing, aligning, and advancing their clinic’s vision for practice transformation.
Across sessions, participants will build a shared understanding of the CCBHC model, engage with state partners to explore alignment with system priorities, and learn from peers to refine actionable strategies for implementation.
Together, the series supports clinics in translating vision into a practical, high-impact transformation roadmap that drives sustainable organizational change.

Domain 2: Improve Behavioral Health Access Through Innovative Service Delivery
Domain 2 helps clinics strengthen access to timely, person-centered behavioral health services through innovative service delivery strategies and operational redesign. Technical assistance focuses on improving care access, streamlining workflows, enhancing partnerships, and advancing responsive models of care delivery.

Domain 3: Expand the Behavioral Health Workforce
Domain 3 supports clinics in strengthening, growing, and sustaining a resilient behavioral health workforce equipped to meet evolving community needs. Technical assistance focuses on workforce assessment, recruitment and retention strategies, supervision and training supports, and innovative workforce development approaches.

Domain 4: Leverage CCBHC Financing to Expand Access to Care
Domain 4 supports clinics in understanding and optimizing CCBHC financing structures to strengthen service delivery and long-term sustainability. Technical assistance focuses on PPS fundamentals, cost reporting, financial management, and strategies to maximize resources in support of expanded access to care.

Domain 5: Accelerate and Sustain High Quality, High-Impact CCBHC
Domain 5 supports clinics in building sustainable continuous quality improvement (CQI) infrastructure and advancing data-informed decision-making. Technical assistance focuses on strengthening data systems, quality measurement processes, certification readiness, and strategies to support long-term system improvement and impact.
