Cleburne County has a unique structure in that both the Emergency Management Agency and Emergency Communications District (E911) are combined as one department.

Cleburne County Emergency Communications District (E911)’s mission is to take the appropriate steps to help save and sustain lives by linking the citizens of our community with our public safety agencies with efficient, reliable and professional public safety communications services.

Cleburne County Emergency Management’s mission is to reduce the loss of life and property through an all-hazards emergency management program of mitigation, preparedness, response and recovery. This agency will provide leadership and support to reduce vulnerability to hazards and enable the community to cope with significant emergencies and disasters.

Though our mission is two fold, our vision is the same. 

To serve both the citizens and emergency responders of Cleburne County with professionalism and compassion by focusing on preservation of life and property. This is accomplished when we notify, mobilize, direct, coordinate, and determine the utilization of resources needed in a timely and accurate manner.

Emergency Preparedness Plan

Create An Emergency Preparedness Plan for Your Family
Disasters can strike with little or no warning. Your best defense is preparedness – before, during and after an emergency. Local, state and federal agencies are ready to assist; however, based on the size of the disaster and the number of people who need help, it may take time for responders to assist you. You should be prepared to take care of you and your family for at least three days after a disaster. Take these important steps to develop your family’s plan. 

Make A Disaster Supply Kit
Have enough basic supplies on hand for several days. After an emergency, you may need to survive on your own for several days. Being prepared means having your own food, water and other supplies to last for several days. A disaster supplies kit is a collection of basic items your household may need in the event of an emergency. You should have a flashlight and portable radio with extra batteries. Review the recommended supply list in the Guide.

Make A Plan
Know the risks that could affect your community and how to respond. Practice and maintain your plan with your family members.

Be Informed
Pay attention to local news and weather forecasts. Be prepared to take protective actions if your community is affected by severe weather, man-made disasters or other hazards.

Special Needs Population Program

Planning for Special Needs
Some people may have physical, medical or other special needs which can create unique challenges when preparing for, responding to and recovering from a disaster. When creating your emergency preparedness plan, remember to consider your abilities and special needs. Consider creating a help network of friends and family who can help you before, during and after a disaster.

Cleburne EMA has created an emergency preparedness guide to help residents with special needs with their personal preparedness planning.

Should You Register With EMA/911?
Cleburne EMA and 911 have partnered to create a list of county residents with medical, physical and other special needs. Information provided by registrants will be added to the 911 database to enhance emergency planning and response. Registering with the program is free.

After a person registers with the program, their information will be available to Cleburne 911 dispatchers. If a call is made from the telephone number provided by a registered person, their special needs information will appear on the dispatcher’s computer screen. The information may be shared with emergency workers responding to the request for help.

If your address, phone number or special needs information changes after registering, please call the 911 business office to update your record. To contact the 911 office, call 256.463.8911.

Calling 911

  1. Know where you are.
  2. Take a deep breath and stay calm.
  3. Be observant. Suspect involved, do you know the name, age, hair color, clothing description, tattoos? Vehicle involved, get the license plate number, make and type of vehicle, color of vehicle. Any information is helpful.

Apply for a New Address

  1. There is no application fee for this permit.
  2. To apply to for a new address online, simply click the "Continue with Online Application" button below. If you prefer to download a copy of the application, you may do so HERE and return it to the Cleburne County Highway Department via one of the following options:

  3. Please allow 2-3 business days from receipt of the application for the Cleburne County Highway Department to review field conditions prior to approval of the application.
  4. The purpose of this application is to allow the Engineer time to review proposed private entrance locations for adequate drainage features and safe sight distances to ensure no hazards are created for the traveling public.
  5. Cleburne County has in place a pipe policy (see page 3 of the application for details). If a resident chose not to take advantage of this policy and wished to purchase pipe and install their own access point, the Engineers office will make a recommendation on pipe size and locations on the basis of safe sight distances.
  6. Coordinates can be obtained using any handheld GPS device or location app on a phone.
(NOTE: Please identify the requested location by marking with flagging tape, wire flag, or wooden stake along the right-of-way of said County Road)

Access shall be subject to the approval of the Cleburne County Engineer or his/her designee. No access will be granted or approved which does not properly address drainage or safety criteria such as sight distance to support anticipated future traffic on the public highway system at the affected point(s).

Access does not grant any right, claim or control over any part of the Cleburne County Highway rights-or-way (ROW). The applicant is not permitted to use Cleburne County’s ROW for any purpose other than for highway access and the maintenance or construction of the access point. All structures shall be placed beyond the ROW and shall in no way encroach thereon. Mail Boxes installed along the ROW shall be “break-away” structures not exceeding 4 inches in diameter for wooden supports or 2 inches in diameter for metal supports.

In addition, during construction activities involving heavy equipment or large trucks, all driveways, highways, roads, alleys, streets or any aspect or part thereof, used to connect to or otherwise access or allow motor vehicle traffic on or onto any part of the Cleburne County public road system including Cleburne County ROW, shall be maintained sufficiently in order to prevent safety hazards along the Cleburne County public road system resulting from the proposed access. In the event that construction activities resulting from the residential, commercial, agricultural or industrial development or operation jeopardize the public safety, as determined by the Cleburne County Engineer or designee, the Cleburne County Sherriff or designee shall have the additional right to prevent entry onto the Cleburne County public road system until conditions improve to a point that there is no longer a safety hazard.

Compliance with all requirements of the application is the responsibility of the applicant applying for the access.
