Quaker Valley Council of Governments HEREBY GIVES NOTICE that specifications and proposal forms for furnishing all labor and materials and professional consulting and/or construction services for the following project entitled:
CD 51-7.4c Sewickley Crosswalk ADA Improvement Project
may be obtained through pennbid.net (PennBid) available June 11, 2026.
A complete set of bidding documents and bid specifications are available at no cost and may ONLY be received and accepted via the online electronic bid service of PennBid. Questions regarding these projects shall be submitted via the Clarifications from Vendors" feature within PennBid.Bids will be received until 10:00 A.M. July 2nd, 2026, by the QVCOG through PennBid. Bids will be electronically opened at 10:01 A.M. on Thursday, July 2nd, 2026. Bids must be accompanied by a bid bond of not less than 10%.
"Compliance is required with the *Davis-Bacon Act and other Federal Labor Standard Provisions; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 - 1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-1-2, setting forth goals of 5 percent Veteran-Owned Small Businesses. * Demolition projects are excluded from the Davis-Bacon Act.
Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, (as amended) and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the "Section 3 Clause" as set forth in 24 CFR, Part 135.38. Moreover, compliance is required by the prime contractor and all subcontractors with the Federal General Conditions included in the contract documents between ACED and the operating agency. These Federal General Conditions are to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s).
The Quaker Valley Council of Governments and/or Sewickley Borough reserves the right to reject any and all bids, alternates or parts of bids and to waive any informality in the proposals received.

BOROUGH OF BRENTWOOD, ALLEGHENY COUNTY, PENNSYLVANIA
Sealed Proposals will be received by Brentwood Borough, Allegheny County, Pennsylvania for its Dewalt Avenue Streetscape Enhancement Project
Primary project outputs consist of the following:
Excavation of approximately 840 cubic yards of earth.
Placement of approximately 1500 square yards of asphalt pavement.
Placement of approximately 400 square yards of concrete sidewalk.
Installation of approximately 500 linear feet of concrete curbing.
Installation of approximately 700 linear feet of pavement base drainpipe, and adjusting of
existing manhole and inlet grades as required.
Painting of approximately 600 linear feet of pavement markings.
Installation of streetscape infrastructure as enumerated in the bid documents, which include
streetlamps, string lighting and associated electrical components, and tree pits.
Work will take place on Dewalt Avenue between its intersection with Brownsville Road and its terminus approximately 465 feet to the northwest. Such street is located within the Borough of Brentwood, Pittsburgh, PA 15227. Bidder is responsible for disposal of existing equipment and restoration of disturbed areas. Expenses associated with such activities shall be incorporated into the unit cost of construction. The Bidder is additionally responsible for providing traffic control for the duration of the project. Copies of drawings, specifications, instructions to bidders, general conditions, forms of proposal, and forms of agreement are available electronically at pennbid.bonfirehub.com. Interested vendors must complete a no cost registration process to utilize this service. Paper copies these documents will not be made available. All proposals must be submitted electronically at pennbid.bonfirehub.com by 2PM EST on July 13, 2026, and the same will be publicly opened and read immediately thereafter. Bidder shall be required to maintain a performance bond, labor & materials payment bond, public liability insurance, property damage insurance, and worker's compensation insurance in the amount specified in the proposal documents, and certificates associated with the same shall be filed with the Borough at the time that an agreement is executed with the selected bidder. All proposals shall additionally comply with Pennsylvania prevailing wage regulations. In order to receive consideration, Bidders must electronically accompany with the proposal a Bid Bond from a Surety Company in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after a Notice of Award is issued by the Borough. The responses provided in the proposal must remain valid for a period of no less than sixty (60) days from the date of the bidding opening. No Bidder may withdraw a Proposal during the sixty (60) day period without forfeiting the bid bond amount. The Borough reserves the right to reject any or all proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
