. . . I'd wager that a Touched was experimenting both with shapeshifting and with new ways to make armored horses for combat either tougher or easier to see at night. Really, the plates the horse is wearing is something I could see being put on an animal here. Perhaps with less torches -- or perhaps not. It would depend on what the Touched is trying to do with the armor. (Hopefully not "set the person riding the horse on fire.")
Of course, given just how odd the painting is, I think you could also say that this is the result of a Touched telling someone, "Here, drink this, and then paint what you see." (And maybe that would lead to actual experimentation based on the picture. Touched can get inspiration from anything.)
