Tim Kaine, D-Va., in a statement April 7. &quot;I voted for military action against Syria in 2013 when Donald Trump was advocating that America turn its back on Assad’s atrocities. Congress will work with the president, but his failure to seek congressional approval is unlawful.&quot;&lt;br /&gt;&lt;br /&gt;Sen. Rand Paul, R-Ky., issued a similar statement that read, &quot;While we all condemn the atrocities in Syria, the United States was not attacked. The president needs congressional authorization for military action as required by the Constitution, and I call on him to come to Congress for a proper debate.&quot;&lt;br /&gt;&lt;a name=&apos;cutid1-end&apos;&gt;&lt;/a&gt;&lt;br /&gt;Whether it was constitutional for Trump to carry out these airstrikes in Syria without congressional approval is not an easy question to answer — especially because the Trump administration has not yet made public its own legal justification. We asked the Trump administration, and we’ll update this post if we hear back.&lt;br /&gt;&lt;br /&gt;The Constitution says Congress has the power to declare war, but throughout the past 70 years or so, presidents have adopted a flexible view of their own constitutional role as commander-in-chief in order to engage in military action without congressional approval.&lt;br /&gt;&lt;br /&gt;What we found is that in some cases people saying Trump needed congressional approval have gone too far, as U.S. Rep. Mark Pocan did in claiming that there is &quot;no legal basis&quot; for Trump&apos;s action. (PolitiFact Wisconsin rated that claim False.)&lt;br /&gt;&lt;br /&gt;Yet the courts have not settled some constitutional questions about what is war and who gets to decide when the United States attacks. This story explains the complicated issue.&lt;a name=&apos;cutid2-end&apos;&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;War powers evolution&lt;br /&gt;&lt;b&gt;&lt;br /&gt;For most of American history, the consensus view among politicians and legal scholars was that the Founding Fathers meant for Congress to have the &quot;sole authority&quot; in deciding to initiate any hostilities or war with another country. Although this remains the most common view among academics, actual practice has diverged significantly, said Andrew Kent, a law professor at Fordham University and an expert in the Constitution and national security.&lt;br /&gt;&lt;br /&gt;&quot;Hence, there is a kind of customary law of war initiation in modern times that has supplanted a long-held view, and the view of the Founders, about what the Constitution means,&quot; Kent said.&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;The last time Congress actually declared war was World War II. In 1973, to retain control over their constitutional authority, Congress passed the &lt;a name=&apos;cutid3-end&apos;&gt;&lt;/a&gt;&lt;b&gt;&lt;big&gt;War Powers Resolution. The resolution required that, in the absence of a war declaration, the president must report to Congress within 48 hours of introducing armed forces into hostilities and must remove forces within 60 days unless Congress permits otherwise.&lt;/b&gt;&lt;/big&gt;&lt;br /&gt;&lt;br /&gt;As of this writing, Trump is still within the 48-hour window to notify Congress and seek their approval.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;But some legal scholars think the War Powers Resolution unconstitutionally restricts the president’s authority, and it hasn’t always stopped presidents from taking military action without congressional approval. For example, President Bill Clinton sent thousands of U.S. troops into Kosovo in the 1990s to participate in a NATO peacekeeping mission. Clinton never received congressional approval, yet he did not remove the troops after the 60-day mark.&lt;br /&gt;&lt;br /&gt;Controversially, President Barack Obama took a broad interpretation of Congress’ decade-old authorizations for 9/11-related military action in order to justify airstrikes and other measures against the Islamic State, including in Syria, without obtaining further congressional approval.&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;Trump can’t easily use that same justification because the United States attacked Assad’s regime, not Islamic State fighters, wrote Harvard Law School professor Jack Goldsmith in an April 7 Lawfare article. But he might be able to find precedent in the Obama administration’s legal justification for the 2011 U.S. intervention in Libya.&lt;br /&gt;&lt;br /&gt;The White House Office of Legal Counsel determined then that it would be consistent with the Constitution and the War Powers Resolution for Obama to take military action in Libya because it served the &quot;national interest.&quot; Also, the operation was intended to have a limited scope and short duration, as opposed to a full-on war.&lt;br /&gt;&lt;br /&gt;Goldsmith noted, however, that &lt;b&gt;it will be difficult for the Trump administration to come up with a sufficient reason why attacking Syria serves the national interest beyond maintaining regional stability and protecting international norms against chemical weapon use.&lt;/b&gt; Interestingly, Trump said the airstrikes were in the national interest when he announced them April 6 in Florida: &quot;It is in this vital national security interest of the United States to prevent and deter the spread and use of deadly chemical weapons.&quot;&lt;br /&gt;&lt;br /&gt;So over the past few decades, presidents have routinely asserted their authority to take military action without prior congressional approval. Congress has largely acquiesced, and the Supreme Court hasn’t weighed in in any significant way.&lt;br /&gt;&lt;br /&gt;So reasonable minds can disagree over whether this trend is constitutional.&lt;br /&gt;&lt;br /&gt;Although Trump felt justified to take this action in Syria without congressional approval, he had a different take as a civilian about four years ago, when Obama was mulling taking military action in Syria after a chemical weapons attack. &lt;a name=&apos;cutid4-end&apos;&gt;&lt;/a&gt;Trump said then that Obama shouldn’t attack Syria, but if he does he needs congressional approval first.&lt;br /&gt;&lt;br /&gt;&lt;b&gt;&lt;big&gt;&lt;i&gt;&quot;The President must get Congressional approval before attacking Syria - big mistake if he does not!&quot; &lt;/i&gt;Trump tweeted Aug. 30, 2013.&lt;/b&gt;&lt;/big&gt;&lt;/big&gt;</description>

  <title>I have braved &apos;the closet&apos; and did not find Mr. Tumnus but....</title>

  <description>My sister needed copies to prove Daddy was Honorably Discharged from the Military and that Mom and he were married at the time of his death. She is looking at the possibility of Daddy&apos;s and Mom&apos;s ashes being interred in a military cemetery.  &lt;br /&gt;&lt;br /&gt;Found them and the copies of the joint IRS forms for the year of his death.&lt;br /&gt;Reading Daddy&apos;s Discharge Papers was interesting. Wish he&apos;d have talked more of those times while he was in service. I know that the big air blast fireworks on the 4th of July bothered him. He was in a Flight Squadron Group in the Army in Italy 1944 &amp; 45.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I found an April 21st 1989 post dated envelope addressed to Mom, in which was a certificate from the United States of America honoring the memory of Wesley A Handrow. Signed by George Bush.&lt;br /&gt;&lt;br /&gt;I found the Funeral Home&apos;s white zippered pouch for Daddy&apos;s funeral,in which are newspaper clippings of his obit.&lt;br /&gt;I found 3 copies of Daddy&apos;s embossed Death Certificate issued 13 February 1989. He is listed as Married with a surviving spouse, my Mom. &lt;br /&gt;I found copies of their joint income tax form for the year 1989&lt;br /&gt;&lt;br /&gt;I found an envelope, as sent to Daddy from the Veterans Administration, containing a certified by the Register of Deeds of the State, a photo of a true  copy of Daddy&apos;s Honorable Discharge from the Army of the United States. It is embossed. &lt;br /&gt;Now know my Daddy&apos;s Serial Number. He was in the 761st Bomb Sqdn 460th Bomb Gp. He was a Technical Sergeant.  Flt Maintenance Gunner 748. They said his eye color were Blue.  (HA. His hazel eyes were blue that day or they didn&apos;t have hazel as a eye color then.) He was 5&apos;8 1/2&quot; and 193 lbs.&lt;br /&gt;There&apos;s a list of decorations and citations and what campaigns he was involved in. &lt;br /&gt;&lt;br /&gt;Am going to copy the shit out these documents. The memories that these stir and the lost opportunities to discuss Daddy&apos;s life and my Mom&apos;s life with them. &lt;br /&gt;&lt;br /&gt;My sister got back to me and was pleased. Those seem just the things she needs but, my sister is a Librarian, she didn&apos;t know who Mr. Tumnus is!! Yes, it was the closet and not a wardrobe but really!</description>

  <title>BEADED CHRISTMAS SPIDER</title>

  <description>The Story:&lt;br /&gt;&lt;br /&gt;Why Every Christmas Tree Needs a Spider:&lt;br /&gt;&lt;br /&gt;A long time ago in Germany, a mother was busily cleaning for Christmas. The spiders fled to the attic to escape her broom. When the house became quiet the spiders slowly crept downstairs for a peek.&lt;br /&gt;&lt;br /&gt;Oh what a beautiful Christmas tree they saw!&lt;br /&gt;&lt;br /&gt;In their excitement they scurried up the trunk and out along each branch. They were filled with happiness as they climbed all over the glittering tree. As they climbed, the tree became completely shrouded in their dusty grey spider webs.&lt;br /&gt;&lt;br /&gt;When St. Nicholas came with the gifts for the children and saw the tree covered with spider webs, he smiled because saw how happy the spiders were, but he knew how heartbroken the mother would be if she saw the tree covered with the dusty webs.&lt;br /&gt;&lt;br /&gt;So he turned the webs to silver and gold.   <title>2 versions Apple Pandowdy</title>

Yes, you purposefully mess up the top, leaving a dowdy-looking result. To start, we precooked sweet, buttery Golden Delicious apples with sugar and cinnamon and then added a slurry of cornstarch, cider, and lemon juice to thicken the filling. For the topping, we used homemade all-butter dough with sour cream added (for a slight tang). To avoid smothered, mushy apples, we cut the dough into squares and casually arranged them to overlap on top. The partial coverage promotes ventilation, allowing the apples to keep their shape and not overcook. Pressing down on the crust halfway through baking allowed time for the crust to set up (not sog out in the liquid) and for the juices spilling over the top time to caramelize, yielding layers of texture—sticky, crisp and tender.&lt;/i&gt;&lt;/small&gt;&lt;br /&gt;&lt;br /&gt;SERVINGS: 6 SERVINGS&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Ingredients&lt;/b&gt;&lt;br /&gt;&lt;br /&gt;&lt;u&gt;Crust:&lt;/u&gt;&lt;br /&gt;1 cup all purpose Flour&lt;br /&gt;1 tbsp sugar&lt;br /&gt;¼ tsp salt&lt;br /&gt;6 tbsp butter chilled&lt;br /&gt;2 tbsp shortening chilled&lt;br /&gt;&lt;br /&gt;&lt;u&gt;Filling:&lt;/u&gt;&lt;br /&gt;½ Cup Apple Cider&lt;br /&gt;⅓ Cup Maple Syrup&lt;br /&gt;2 tbsp fresh lemon juice&lt;br /&gt;2 tsp cornstarch&lt;br /&gt;2 lbs Apples, combine tart and sweet, peeled&lt;br /&gt;2 tbsp butter Egg whites and sugar for wash&lt;br /&gt;&lt;br /&gt;&lt;b&gt;Directions&lt;/b&gt;&lt;br /&gt;In food processor pulse flour, sugar, salt. Then add butter and shortening. Pulse together to form cornmeal like crumbs. Remove and put in bowl, add 2 - 4 tbsp water, and form into dough. Put into plastic wrap, and put in fridge for at least one hour. &lt;br /&gt;&lt;br /&gt;&lt;u&gt;Filling:&lt;/u&gt;&lt;br /&gt;Melt 2 tbsp butter, high heat. Add apples and saute until brown and not too soft, approximately 5 minutes. Turn heat off. Whisk cider, maple syrup, 2 tbsp fresh lemon juice, 2 tsp cornstarch in separate bowl. Whisk the sauce, and pour over apples. &lt;br /&gt;&lt;br /&gt;Roll out dough with flour. Rotate and spin, roll into 11&quot; piece to fit inside skillet. Roll over rolling pin, loosely drape, then unroll on top of skillet. &lt;br /&gt;Brush with egg whites wash, then sprinkle sugar on top.&lt;br /&gt;Cut dough into 6 pieces. &lt;br /&gt;Bake in a 500 oven for 20-25 minutes. Spread out toward the edges, spreading dough to an 8-inch square. Slip your hand under one side of the plastic wrap, and fold a third of the dough into the middle, lifting away the plastic. Repeat, folding the other side of dough square toward the middle, like a letter. Press down on the folded dough to seal the layers. Wrap the dough in plastic, and place in the refrigerator for 1 hour.&lt;br /&gt;&lt;br /&gt;4. Remove the chilled dough from the refrigerator. On a lightly floured work surface, roll out the dough to a thickness of 1/4 inch. Using a sharp knife, cut the dough freehand into 12 squares (2 1/2 inches each), and transfer them to a parchment-lined baking sheet. Return the squares to the refrigerator, and chill again until cold, about 30 minutes more.&lt;br /&gt;&lt;br /&gt;5. Heat oven to 425 degrees. Meanwhile peel, quarter, and core the apples. Slice each quarter into 1/2-inch pieces. Combine the apples, lemon juice, brown sugar, cinnamon, ginger, nutmeg, mace, cloves, and apple cider into a large mixing bowl, and toss well to combine. Transfer the apple mixture to a large baking dish about 5 by 10 inches in diameter and 2 1/2 inches deep (3 1/2 quarts). Dot top of apples with the remaining 2 tablespoons butter.&lt;br /&gt;&lt;br /&gt;6. Arrange chilled dough in a patchwork pattern over apples, allowing apples to stick out randomly between the squares. Quickly brush cold water over the squares, and sprinkle generously with sugar. Bake pandowdy until the juices start to bubble up and the pastry is light golden brown, about 30 minutes.&lt;br /&gt;&lt;br /&gt;7. Remove pandowdy from oven, and place on a heat-resistant surface. Using the back of a metal spatula, press down dough so it is submerged slightly under apples and juices. Return pandowdy to the oven, and continue baking until the juices bubble up over the pastry, and the pastry is flaky rather than soggy, about 20 minutes minutes. Trust me, this is one chicken dish you’ll be making over and over again!&lt;br /&gt;Serves 4    20min.&lt;br /&gt;&lt;br /&gt;&lt;u&gt;Ingredients&lt;/u&gt;&lt;br /&gt;4 boneless skinless chicken breast halves&lt;br /&gt;2 tablespoons olive oil&lt;br /&gt;Salt and pepper, to taste&lt;br /&gt;1/4 cup chicken broth&lt;br /&gt;1/2 cup heavy cream&lt;br /&gt;2 tablespoons Dijon mustard&lt;br /&gt;1 teaspoon dried tarragon or oregano&lt;br /&gt;&lt;br /&gt;&lt;u&gt;Instructions&lt;/u&gt;&lt;br /&gt;Add olive oil to a large skillet and preheat over medium-high heat.&lt;br /&gt;Season chicken breasts with salt and pepper.&lt;br /&gt;Add chicken to skillet and saute until cooked through, about 10-12 minutes, turning once. Transfer to a plate and keep warm.&lt;br /&gt;Pour chicken broth into hot skillet.&lt;br /&gt;Whisk in the cream, mustard and tarragon or oregano. Cook and stir for about 2 minutes.&lt;br /&gt;Pour sauce over chicken and serve.</description>
