Isn't it a problem that we need more good ideas, but they are rare? But aren't all problems solvable?

Also - Is it possible that some "bad-ideas" could become good ideas if they were reorganized by changing variants?

If true, this could unlock alot of "dormant" good ideas that are just presented in the wrong way or whatever.
