Gavin Newsom, who is facing a recall election, wants to use the state\u2019s sizable budget surplus to put money in the majority of Californians\u2019 pockets.&nbsp;<\/p>\n\n\n\n<p>The governor today will unveil an $11.9 billion proposal that would send $600 stimulus checks to two-thirds of Californians and an additional $500 to families with kids. Details, including who would qualify, were unavailable late Sunday, although Newsom&#8217;s office said the payments would benefit the middle class as well as low-income residents.<\/p>\n\n\n\n<p>If approved by the Legislature, the plan would triple the size of <a href=\"https:\/\/calmatters.org\/california-divide\/2021\/02\/california-600-stimulus-checks-undocumented-workers\/\">the Golden State Stimulus package<\/a> Newsom signed into law in February. That package included one-time $600 payments for an estimated 5.7 million residents who receive the state\u2019s earned income tax credit and an extra $600 for low-income undocumented taxpayers. <\/p>\n\n\n\n<p>The new plan also would include payments for families, building on the expanded child tax credit in the recent <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/03\/california-federal-stimulus-package\/\">federal stimulus package<\/a> that experts say <a href=\"https:\/\/calmatters.org\/california-divide\/2021\/03\/biden-stimulus-bill-california-child-poverty-by-half\/\">could cut the Golden State\u2019s child poverty in half<\/a>.&nbsp;<\/p>\n\n\n\n<p>Newsom&#8217;s office is promoting it as \u201cthe biggest state tax rebate in American history,&#8221; part of a $100 billion economic recovery package to address \u201cfive of the state\u2019s most stubborn challenges.\u201d Newsom will unveil the rest of the relief plan this week before officially presenting on Friday his revamped state budget, which accounts for <a href=\"https:\/\/calmatters.org\/politics\/2021\/03\/newsom-legislature-stimulus-spending\/\">a larger-than-expected surplus<\/a> that emerged after his <a href=\"https:\/\/calmatters.org\/politics\/2021\/01\/newsoms-record-breaking-budget-proposal\/\">initial budget proposal in January<\/a>. That will kick off another round of negotiations with lawmakers \u2014 who have their own ideas for how the state should spend its surplus \u2014 before the June 15 deadline to pass the budget.<\/p>\n\n\n\n<p>The other four \u201cstubborn challenges\u201d remain to be seen, but Newsom is under pressure from advocates to address mounting utility debt \u2014 Californians\u2019 <a href=\"https:\/\/calmatters.org\/california-divide\/2021\/01\/water-debt-california-households-face-water-shutoffs\/\">unpaid water bills total $1 billion<\/a> \u2014 <a href=\"https:\/\/calmatters.org\/housing\/2021\/04\/california-rent-relief-tenants\/\">expand rent relief<\/a> and <a href=\"https:\/\/calmatters.org\/california-divide\/2021\/04\/capitol-mum-on-eviction-moratorium-extension-as-renters-seek-more-time\/\">extend the state\u2019s soon-to-expire eviction moratorium<\/a>.&nbsp;<\/p>\n\n\n\n<p>Newsom previewed another major budget proposal in <a href=\"https:\/\/twitter.com\/GavinNewsom\/status\/1391461558241292293\">a Mother&#8217;s Day video message shared on Sunday<\/a>: He wants to fund 100,000 more child care slots, invest millions of dollars in child care providers and families, and direct $200 million to support career pathways for home health care workers. The governor has <a href=\"https:\/\/calmatters.org\/economy\/2020\/06\/newsom-paid-family-leave-job-protections-bill-legislation\/\">long emphasized<\/a> families and mothers in his budget proposals, but he&#8217;s also likely trying to <a href=\"https:\/\/calmatters.org\/politics\/2021\/03\/newsom-pandemic-response-voters\/\">shore up key Democratic support<\/a> ahead of <a href=\"https:\/\/calmatters.org\/explainers\/recalling-california-governor-explained\/\">the recall election<\/a>. <\/p>\n\n\n\n<p>Some child care providers <a href=\"https:\/\/calmatters.org\/children-and-youth\/2021\/04\/child-care-providers-relief-stipends\/\">still haven\u2019t received relief payments<\/a> promised by the state, and <a href=\"https:\/\/calmatters.org\/children-and-youth\/2021\/03\/child-care-centers-close\/\">at least 8,500 licensed child care sites have shuttered<\/a> amid the pandemic, straining parents and throwing providers \u2014 who are disproportionately women of color \u2014 out of work.<\/p>\n\n\n\n<p class=\"has-text-align-center\">______________<\/p>\n\n\n\n<p><strong>The coronavirus bottom line:<\/strong>&nbsp;As of Sunday, California had&nbsp;<strong>3,654,545 confirmed cases<\/strong> <strong>(+0.1% from previous day)<\/strong>&nbsp;and&nbsp;<strong>61,228 deaths<\/strong> <strong>(+0.1% from previous day)<\/strong>, according to&nbsp;<a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2020\/03\/california-coronavirus-by-the-numbers-cases-testing-masks-hospital-beds\/\">a&nbsp;CalMatters tracker<\/a>.<\/p>\n\n\n\n<p>California <a href=\"https:\/\/covid19.ca.gov\/\">has administered<\/a> <strong>32,471,842<\/strong> <strong>vaccine doses<\/strong>, and <strong>44.7%<\/strong> of Californians are <a href=\"https:\/\/covid19.ca.gov\/vaccination-progress-data\/\">fully vaccinated<\/a>. <\/p>\n\n\n\n<p><strong>Plus: <\/strong>CalMatters regularly updates this pandemic timeline tracking the&nbsp;<a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2020\/04\/gavin-newsom-coronavirus-updates-timeline\/\">state\u2019s daily actions<\/a>. Oakland police <a href=\"https:\/\/www.eastbaytimes.com\/2021\/05\/07\/two-men-slain-in-oakland-shootings-3\/\">have investigated 48 homicides this year<\/a> compared to 20 at the same time last year, when the city saw <a href=\"https:\/\/www.ppic.org\/blog\/californias-major-cities-see-increases-in-homicides-and-car-thefts\/?utm_source=rss&amp;utm_medium=rss&amp;utm_campaign=californias-major-cities-see-increases-in-homicides-and-car-thefts?utm_source=ppic&amp;utm_medium=email&amp;utm_campaign=blog_subscriber&amp;mc_cid=580ef6c38e&amp;mc_eid=a672db8077\">a 36% increase in homicides<\/a>. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/www.latimes.com\/california\/story\/2021-05-04\/gun-violence-la-surge-los-angeles-pandemic?utm_id=28811&amp;sfmc_id=1845983\"><strong>Los Angeles Police Department Chief Michel Moore<\/strong><\/a><strong>: <\/strong>&#8220;It&#8217;s frankly too many guns in too many hands.&#8221;<\/li><\/ul>\n\n\n\n<p>Ironically, the state <a href=\"https:\/\/www.latimes.com\/california\/story\/2021-05-07\/sharp-rise-in-guns-confiscated-under-california-red-flag-law\">announced Friday<\/a> that it issued a record 1,285 restraining orders last year to temporarily confiscate guns from those deemed a danger to themselves or others. However, California last year also saw <a href=\"https:\/\/oag.ca.gov\/sites\/default\/files\/2020-apps-report.pdf\">a sharp uptick<\/a> in the number of residents who have guns despite being legally prohibited from owning them. These competing figures make it difficult to discern the effectiveness of <a href=\"https:\/\/calmatters.org\/explainers\/california-gun-laws-policy-explained\/\">California&#8217;s strict gun laws<\/a> and how they interact with each other \u2014 an exercise made even more challenging by former Attorney General Xavier Becerra&#8217;s <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2021\/03\/california-hurtles-into-fastest-reopening-yet\/#h-other-stories-you-should-know\">refusal to disclose gun violence data<\/a> from a taxpayer-funded research center. <\/p>\n\n\n\n<p>The data wasn&#8217;t made available until <a href=\"https:\/\/oag.ca.gov\/news\/press-releases\/attorney-general-bonta-release-additional-gun-violence-data-researchers-initiate\">late April<\/a>, when <a href=\"https:\/\/calmatters.org\/justice\/2021\/04\/bonta-attorney-general-policing-california\/\">Rob Bonta took over as attorney general<\/a>. Figures released Friday by the state Department of Finance show that California&#8217;s population dropped by more than 182,000 people last year, a change officials attribute to more than 51,000 COVID-19 deaths and declines in immigration amid the coronavirus lockdowns and the restrictive policies of former President Donald Trump, <a href=\"https:\/\/calmatters.org\/politics\/2021\/05\/california-population-shrink-exodus\/\">CalMatters&#8217; Ben Christopher reports<\/a>. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/calmatters.org\/politics\/2021\/05\/california-population-shrink-exodus\/\">Department of Finance spokesman H.D. Palmer<\/a>: <\/strong>&#8220;Going forward, we anticipate that those &#8230; factors that tipped us temporarily into negative territory are going to change over the next few months.&#8221; <\/li><\/ul>\n\n\n\n<p>Still, a dramatic reversal is unlikely. Pre-pandemic, California was already facing <a href=\"https:\/\/calmatters.org\/newsletters\/whatmatters\/2020\/12\/californias-population-growth-hits-record-lows\/\">its slowest population growth in more than a century<\/a>, with more people moving out than moving in and declining birth rates. With the U.S. Food and Drug Administration expected to authorize COVID-19 vaccines for children ages 12-15 as early as this week, <a href=\"https:\/\/calmatters.org\/health\/coronavirus\/2021\/05\/pediatricians-myturn-vaccinate-children\/\">California has decided to streamline the process<\/a> for pediatricians \u2014 but will likely face significant parental concerns. Only 30% of U.S. parents with kids ages 12-15 would get their children inoculated as soon as the vaccine is approved, according to <a href=\"https:\/\/www.kff.org\/coronavirus-covid-19\/poll-finding\/kff-covid-19-vaccine-monitor-april-2021\/\">a Kaiser Family Foundation poll<\/a> released Thursday. The survey results came a day after <a href=\"https:\/\/losangeles.cbslocal.com\/2021\/05\/05\/oc-board-of-education-vaccinations-for-children-statement\/\">the Orange County Board of Education<\/a> approved a statement opposing mandatory student vaccinations and vaccine passports. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/losangeles.cbslocal.com\/2021\/05\/05\/oc-board-of-education-vaccinations-for-children-statement\/\">The school board<\/a>: <\/strong>&#8220;Schools are for inculcating facts and knowledge, and not advancing vaccination mandates for children who are at very little risk of the COVID-19 pathogen.&#8221; <\/li><\/ul>\n\n\n\n<p>Meanwhile, <a href=\"https:\/\/www.sandiegouniontribune.com\/news\/education\/story\/2021-05-08\/san-diego-schools-offer-covid-vaccine-clinics-in-push-to-get-students-teenagers-vaccinated\">high schools in San Diego and elsewhere<\/a> are hosting clinics to encourage students 16 and older to get the vaccine, and <a href=\"https:\/\/www.sfchronicle.com\/health\/article\/Young-Californians-lag-behind-in-vaccinations-16158506.php?utm_campaign=CHL%3A%20Daily%20Edition&amp;utm_medium=email&amp;_hsmi=125779253&amp;_hsenc=p2ANqtz--oH5BtrpWdlYJzriATEavixoy4fx9_wDnpBKR_5LsYSEXYybHrfFDhbWrQLGOq3dvrKTfQfjWsgdLrHoLg-8UWYc6CKg&amp;utm_content=125779253&amp;utm_source=hs_email\">Levi&#8217;s Stadium in Santa Clara County<\/a> is offering Starbucks and Chipotle gift cards to the first 100 people ages 16 to 19 who attend &#8220;student night&#8221; clinics. So far, just 32% of Californians ages 16 and 17 have received at least one shot, compared to 60% of the overall eligible population. <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong><a href=\"https:\/\/www.sandiegouniontribune.com\/news\/education\/story\/2021-05-08\/san-diego-schools-offer-covid-vaccine-clinics-in-push-to-get-students-teenagers-vaccinated\">Dr. Howard Taras, a UC San Diego pediatrician<\/a>: <\/strong>&#8220;Children will likely be the largest reservoir of infection at some point, especially if we are successful at vaccinating a large portion of adults. Here&#8217;s a look at some eye-popping statistics <a href=\"https:\/\/www.sacbee.com\/news\/california\/water-and-drought\/article251238879.html\">compiled in the Sacramento Bee<\/a>: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>93% of the state is in severe, extreme or exceptional drought<\/strong>, according to the U.S. Drought Monitor. That&#8217;s up from 66% just last month. <\/li><li>The Sierra Nevada snowpack, which can provide up to 60% of the state&#8217;s water, is at <a href=\"https:\/\/cdec.water.ca.gov\/snowapp\/sweq.action\"><strong>10% of its average level<\/strong><\/a> for this time of year. <\/li><li>Every rice farmer in the Sacramento Valley \u2014 which produces 97% of the state&#8217;s rice crop \u2014 is facing a minimum <strong>25% water reduction<\/strong> after the federal government last week <a href=\"https:\/\/www.usbr.gov\/newsroom\/#\/news-release\/3843?filterBy=region\u00aeion=California-Great%20Basin\">halted already reduced shipments<\/a>. <\/li><\/ul>\n\n\n\n<p>The parched conditions do not bode well for California as it heads into fire season. The Sacramento Valley and Bay Area spent the weekend under a red flag warning \u2014 <a href=\"https:\/\/www.sfchronicle.com\/local\/article\/These-parts-of-the-Bay-Area-will-be-under-a-red-16160175.php\">the second issued in May<\/a> in state history \u2014 set to last through Tuesday as dry, powerful winds whip across the region.
