Docs for config files are severely outdated

Bug Description

The docs and man page regarding configuration files (https://docs.openstack.org/python-openstackclient/latest/configuration/index.html, https://opendev.org/openstack/python-openstackclient/src/branch/master/doc/source/cli/man/openstack.rst) don't seem to reflect openstackclient's actual behaviour, esp. the listed "clouds-public.yaml" does not seem to be supported anymore.

I would guess that the config loading mechanism has been replaced with openstacksdk (https://docs.openstack.org/openstacksdk/latest/user/config/configuration.html#config-files) in the meantime (last docs update was 7 years ago), since that is much closer to openstackclients actual behaviour: I haven't been able to make openstackclient 7.4.0 read anything from a "clouds-public.yaml", while "secure.yaml" is parsed, although it is not mentioned at all.
