Address scope CRUD

I think we should hold this work until the neutron team resolves https://review.openstack.org/#/c/299399/. There was discussion of making address scope an OSC plugin within python-neutronclient.

https://review.openstack.org/#/c/299399/ was merged, so we should be able to proceed with this work in OSC.

    Implement "address scope create" command

    This patch supports creating a new address scope,
    with --ip-version,--project,--project-domain
    and --share or --no-share options.
