Bug Description

Bosc network doesn't support subnet CURD now.

Terry has tried this before here [1]. But since we have decided to use python-openstacksdk to implement network functionalities in osc, we could reuse only parts of this patch-set.

Tang was doing some router patches against this ticket. I'm going to create a bunch of tickets for the rests of subnet crud so people can grab one.
