Bug Description

In karbor-protection log I got a lot of errors related to the leases container.

2018-10-16 15:02:42.011 7 ERROR karbor.services.protection.bank_plugins.swift_bank_plugin [-] acquire lease failed, err:Connection to swift failed: Object POST failed: https://blabla.blabla.com:6780/swift/v1/43850a29dfee4b70b02edbfbc8d7c1eb/leases/34024f77-72eb-4eb4-bc00-a705b98878ca 404 Not Found NoSuchKey.: SwiftConnectionFailed: Connection to swift failed: Object POST failed: https://blabla.blabla.com:6780/swift/v1/43850a29dfee4b70b02edbfbc8d7c1eb/blabla.blabla/34024f77-72eb-4eb4-bc00-a705b98878ca 404 Not Found NoSuchKey

It seems the leases container is not created automatically.

By creating the leases container manually I don't get this error anymore.
