Bug Description
Reviewing BzrDir API with Andrew while fixing a hpss bug we agreed that
BzrDir.sprout really shouldn't exist: sprouting is a Line Of Development
task, and thus only really applicable to Branch.
We propose that sprout be moved entirely to Branch, and removed from
bzrdir.
