This plugins allows to create an admin with read only access.

Installation/Configuration

Install the plugin through the WordPress plugins screen directly.
Activate the plugin through the ‘Plugins’ screen in WordPress.
Use the Dashboard->Users.
Enable “Read Only” Access for admistrator role.
