Generally, the more Oscar nominations a film has, the more likely they are to also be nominated for Best Picture. These films are the exceptions. These are the most nominated film that failed to get a Best Picture nod at every ceremony.

Special Note:
- The only one of these films to also be the most nominated film overall for their year is Dreamgirls.
- The film with the most nominations without a Best Picture nod is They Shoot Horses Don’t They with 9 nominations.
- At the 1st Academy Awards, there were two top prizes. Outstanding Production and Unique and Artistic Picture. But the Academy has retroactively called Outstanding Production the equivalent of Best Picture, and so I will be going off that logic.
- Out of the 98 ceremonies so far, 30 of them have had ties.
- The 6th Academy Awards is the only ceremony where the only films to receive multiple nominations were the Best Picture nominees and thus is not included.
- There are a few ceremonies where a film is listed as being tied for most nominated but in reality, is not really. These films are actually awarded with honorary awards which are not actual nominations and are not included. The following are films that are excluded for being given honorary awards rather than true nominations:
- 48th: The Hindenburg - 3 nominations, 2 honorary awards
- 57th: The River - 4 nominations, 1 honorary award
- 68th: Toy Story - 3 nominations, 1 honorary award
