Oops, I accidentally watched Homicidal (1961) which was on this list before Hooptober started. I have added The Diabolical Dr. Z (1966) in its place and this didn't effect any requirements.
I thought I could watch Sleepaway Camp 4: The Survivor but I could not find it. Going with Howling: New Moon Rising (1995) instead for the worst horror sequel from the 1990s that you haven't seen and can access requirement.
