How the Votes Were Counted
The vote counting is a ranked choice voting system. It consists of many rounds of counting.
Each round of counting functions basically the same.
1. Count the #1 choice films on every ballot.
2. Calculate the number of votes needed to be nominated.
3. If 5 films can't be nominated, take an action to change that number (there are three possible actions).
Step 2 is the calculation, that is quite easy. We take the total number of votes counted in Step 1 and divide by the number of nomination slots available plus one. So, on the first round, in a category with 5 nominees, the "nomination number" = votes / 6. Later on, if 3 films are nominated, the "nomination number" = votes / 3. Etc.
A "nomination number" must be rounded up, or have +1 added to it if it already a whole number. This is to ensure if it would be impossible for 6 nominees to achieve that number. So, for example, if votes / 6 = 100, then the "nomination number" is 101. If votes / 6 = 99.17, the "nomination number" is 100.
For Step 3, there are 3 options:
a) nominate a new film if possible
b) implement the "surplus rule" if possible
c) eliminate the least popular film(s) if a & b cannot be done.
So we check if we can do Step 3a. If a film (or films) not yet nominated has surpassed the "nomination number" calculated in Step 2, we now nominate it. If we have 5 nominees, counting stops. If we still do not have 5 nominees, the next round begins after Step 3b. No new vote counting will be needed in Step 1. We just instantly go to Step 2 and recalculate the "nomination number", which will be different since the number of nominated films has changed.
We then look at Step 3b. The "surplus rule" is implemented when a film surpasses a "surplus number". The "surplus number" = the very first "nomination number" + 20% of the total number of initial votes (in Best Picture, it is 10%). Or, in other words, the number of initial votes x (1/6 + 1/5). It is rounded up to a whole number. We see if any film has reached the "surplus number". If they have, we will implement the "surplus rule" and skip Step 3c. If no film has reached the "surplus rule" and no film was nominated in Step 3a, we move to Step 3c.
So how does the "surplus rule" work? This rule is designed to not penalise voters who have picked a very popular choice. Without it, these voters would have essentially wasted the rest of their ballot. We give a fraction of their votes to the second choice films. When this "rule" is implemented, we reset the film's vote count to the initial "nomination number". This ensures it will remain nominated. The rest of the vote total is then proportioned out amongst the second choice films. So, for example, with 200 votes, the initial "nomination number" is 34 and the "surplus number" is 74. If a film reached 75 votes, we would reset its votes to 34 and every ballot with this film as #1 would give points to their #2 film. The #2 films would receive (75 - 34) / 75 = 41/75 points per vote.
Step 3c comes in when no film was nominated in Step 3a and no film hit the "surplus rule" in Step 3b. This is most rounds of voting. The film in last place in the count is eliminated. Each ballot with it listed as #1 now has their #2 film take its place. Then we start the next round of counting.
Best Picture vote counting functions the same as above, but there are 10 nominees instead of 5.
Now, what is outlined above is the full, detailed way of counting. It is what is detailed in the spreadsheet attached to this list. It is useful, as it provides a full ranking of films and keeps track of when films are nominated. However it is time consuming. There are two quicker ways to count the votes and get the same, correct result. First is to ignore Step 2 and Step 3a. You can just count votes, check if anything hits the surplus, then eliminate the lowest film, and keep on going until you only have 5 films left. Another quicker way of counting is to eliminate multiple films in Step 3c. You can eliminate anything mentioned on less total ballots than the current vote count of the 5th place film. For example, if the current 5th place film has 200 first place votes, any film mentioned on less than 200 ballots cannot be nominated at all, no matter what. You could even combine both quicker methods for maximum efficiency. If I didn't want to share full rankings and data, that would be the approach most logical to take here.
