Update 10/08/2020:
Well, as of October 1st (which had a full moon--how appropriate) my life has been thrown into a whirlwind of (positive) chaos and any chance of being able to effectively pull off this year's Hooptober has been removed (as have any other seasonal festivities). I will still try to fit in some October appropriate watches but I'm going to actively avoid most of the titles on the list below so they can be watched under more relaxed circumstances or saved for a future Hooptober. I'll keep this list around for posterity but it's DOA. I'll keep track of the few October watches on this list.

Well, it's not seven for me. It's only my fourth. And while an inordinate amount of my time has been spent watching movies since March, I cannot wait to dive into this year's offerings. Check out Cinemonster's list for this year here.
I'm going to keep the start of my spooky season watches to September 15th and keep my official Hooptober watches to the month of October.
As usual, all watches meeting Hooptober criteria will be new watches and I will make sure all criteria are met with 31 films, hitting multiple requirements with one watch in some cases. Unfortunately due to budget restrictions I won't be splurging on any new physical media for my watches and will be more reliant on streaming/digital rental (booo, hisss) availability as well as titles that have been languishing in my "to watch" piles.
I'll be tracking all of my Halloween season watches--Hooptober and not--with this list here, adding them as they are viewed.
Happy Hooptober, everyone!
