For a film to qualify it has to have been made for the purpose of telling an historical story about a person or event. In the case of events the films need a degree of close focus, for example Dunkirk qualifies as it is about a single real battle despite most of the characters being fictional, whereas movies like Platoon that portray the Vietnam War broadly with entirely fictional characters and events don't count. Historical fiction is allowed cause I feel like it.
