Setting:

Yukari hails from Japan, specifically the area called Gensokyo. It's a place that loosely resembles feudal Japan with a lot of folklore and myth mixed in. It's worth noting that there are two distinct time periods for Gensokyo. During the early years of Gensokyo Youkai were the dominant species. They terrorized the land, and it was often the job of brave humans to go off and stop them. Many of the conflicts during this time would later go on to become the stuff of legend. However, eventually Youkai faced extinction from the humans who were slowly and gradually pushing them back with technology and science. Faced with no other solution, they turned to Yukari who erected the great Hakurei Border to separate themselves from the outside world. Since then, there has been very little contact between Gensokyo and the outside world. Today, the only known way out of Gensokyo is through the Hakurei Shrine, which is located to the east in the mountains.

The primary occupants of Gensokyo are Youkai, but there is also a decent rabbit and human population as well. Also, not all Youkai are hostile to humans. In fact, some of the Youkai are quite friendly to humans. Judging whether or not a Youkai is a danger must be done on a case by case basis.

Personality:
First and foremost, Yukari enjoys life. She's been known to sleep for obscene amounts of time, sometimes even hibernating straight through winter. At least, she claims to hibernate through winter. Yukari has the habit of telling elaborate stories, many of which cannot be verified. But overall, the story of her hibernating might be one of the true ones she tells. Her general response to most problems has been to take a nap. The border between life and death, the one that you weakened earlier, is starting to cause some problems? Take a nap. An angry shrine maiden, a magician, and a maid have just defeated your shikigami and she is now severely weakened? Take a nap. Said three are back again and are now demanding that you fix the border between life and death? Finally get around to fixing the border, and then take another nap.

In case you can't tell, Yukari is extremely lazy. She makes her shikigami, Ran, do most of her day to day chores of making sure that the border that separates Gensokyo from the rest of the world is working properly. Even though she could solve most of the crises that arise in Gensokyo in a blink of the eye, she's content to merely sit back and assist others in their attempts to solve the problems. This isn't to say that she lacks duty. If anything, she's extremely loyal to the land of Gensokyo and those she considers her friends. It's just that she expresses her affection in rather odd ways.

While she might strike some to be rather quaint, and in some cases foolish, nothing could be farther from the truth. As stated earlier, she enjoys life. Where would be the fun in solving all the world's problems without even trying? For her, the best way to solve a problem is one that she'll enjoy the most. Once she figures that out, she'll take her time getting around to it. Her plans for solving things can range from the serious to the whimsical. At one point when Suika was spreading a mist around Gensokyo that caused indiscriminate partying and reveling, she decided the best course of action would be to go around stealing everyone's sake while singing. While it seemed rather odd at the time, it did eventually force most of the populace into a confrontation with Suika who then stopped the mist. When the real moon had been replaced with a fake one, she teamed up with Reimu to help find who had stolen the real moon.

That said, when there's not a crisis to solve she can often be found annoying the people around her. She's often nice to other people so long as they're nice to her, but that won't save them from her antics. While she has a strict sense of privacy, that only applies to herself. She won't anybody know where her house is, but she has no problems with just randomly teleporting into someone's house. She also has no problem stealing food, trinkets, brandy, or whatever she wants from other people. She might also might hide the objects just to be extra annoying. While it's possible to make her angry at you, she's more than willing to forgive your misdeeds so long as you do something to earn her forgiveness.

Even though she lives in something of a fantasy land, she's often knowledgeable about the outside world. For example, when a local shop managed to get hold of an iPod and a Gameboy, she was only person to know what those objects were. In addition, it's rumored that she speaks to Ran via cellphone.

Overall, Yukari is a lady of contradictions. She's duty bound, but often comes across as a flake. When the cards are down and the safety of others are at stake, she won't hesitate to get involved whether directly or indirectly. While she does genuinely care for those around her, she has no qualms doing things that many would consider mischievous or just downright annoying.

Abilities and Weaknesses:
To be blunt, Yukari is one of the most if not the most powerful being in her Gensokyo. Her abilities are whatever she wants them to be at any given moment.

I am not joking when I say this.

Officially, her listed power is the ability to manipulate boundaries. It's a rather vague power, and it can mean pretty much anything. If you can create a distinction between something, she can manipulate that distinction. She can change the distance between two spaces, generally by creating a portal, more often called 'gaps', between them that she can move through, whether it be her whole body or just a part. She can also use these portals as an impromptu chair, sitting on them while they hover in the air. The portal generally appears as a purple rip in space, tied off on two two ends with a ribbon. An exact image can be seen down in her appearance section.

Another border that she has manipulated in cannon is the border between life and death. Another such border was the border between the real world and the netherworld, allowing the denizens of each to pass easily between each world. In addition to those borders, she has been shown to manipulate the border between reality and fantasy. She used this power to turn the reflection of the moon on a lake's surface into the very moon itself, the reflection acting as a sort of pseudo-portal to the moon. There's also the possibility that she could bend the distinction between two minds to give herself telepathy. It's worth noting that these are merely examples of her power in use. If there is a border between two things, it's within her purview.

In addition, she's rather brilliant mentally. It's been said that she could determine not only a river's width, but its bottomless depth as well. She'd find out how long it would take Ursa Major to devour the North Star, all in an instant.

Yukari is a Youkai. As a Youkai, she has the natural ability to fly and to heal from grievous wounds almost instantaneously. While most Youkai hunger for human flesh, there is nothing to indicate that Yukari would be actively seeking out humans for substance. Instead she eats meat, vegetables, fruits, sake, and other things that most humans would eat. It's worth noting that she doesn't need to eat and drink, but rather does it out of convenience and a desire to fit in. Also because she's a Youkai, she's more susceptible to faith based attacks.

She also has the ability to use magical projectiles called danmaku. She uses these in barrages ranging anywhere from dozens to hundreds of bullets. They are all non-lethal projectiles, but I imagine that getting hit by them would hurt. She also have her spell cards, which are danmaku into brilliant and beautiful patterns. She also can use her gaps in combat, whether it be to dodge an attack or to summon a train to run over her opponents.

It's worth noting that for the most part, she will not be making use of these powers. She has a strong sense of self-control, and will limit herself depending on her opponent. She's much more likely to toy with an opponent than outright trounce them with her overwhelming powers. I noticed that you asked Jack Noir for revisions on some of his powers, and I suppose it's safe to assume that most of his revisions would be acceptable for Yukari? Obviously death and life manipulation is right out. Teleportation is limited to her current area/zone. Danmaku is non-lethal to begin with, so I don't think that will be an issue? Regular boundary manipulation would be more draining for her than it usually is. I'll also have a permission post to let people tell me what I can and can't do with their characters.

And this is just as an aside, Yukari is capable of turning other people into shikigamis. It's something that was mentioned as an aside in an interview, but I think it's still worth mentioning in case it comes up. Basically, a shikigami is a summoned servant who serves the summoner. In this case, Yukari turns other people into her shkigami. A shikigami is capable of drawing power from Yukari and might even have access to some of her abilities such as danmaku and quick healing but not her border manipulation powers. The catch is that in order to draw on Yukari's power, the shikigami must be in obedience to her. Disobedience leads to less power. The further the shikigami deviates from Yukari's will, the less the shikigami can rely on his or her powers. When the shikigami is in perfect alignment with Yukari's desires, Yukari claims that the shikigami becomes unstoppable. Considering that Ran, her shikigami that had served her for hundreds of years, was unable to reach that level, it's doubtful that anyone could become perfectly aligned with Yukari's whims.

Yukari shivered as she pushed open her front door, wind nipping at her. It almost made her wish that she hadn't got out of bed, but unfortunately someone had to make sure things were right in the world. Snow glistened on the grass as a steady crunch met her ears. She glanced over, nodding in recognition of her shikigami's presence. One of Ran's tails flicked in displeasure. She had never been a fan of the cold either. Yukari turned, striding back inside. Ran followed, shutting the door behind her.

"So what's new in Gensokyo?" Yukari asked, striding over to the 'medicine' cabinet and pulling out a bottle of sake. She normally wasn't up during the winter, and if she was going to make it through this day then she was going to need all the help she could get. She looked over at Ran who merely shook her head. Yukari smiled. Ran rarely drank, and certainly never while on the job.

"There's nothing terribly important," Ran reported, "Well, at least nothing out of the ordinary. The only thing that comes to mind is that the witch of the devil's mansion, Patchouli Knowledge, wished to speak to you about some issue."

"Oh?" that was enough to stop Yukari, looking up from the glass that was about to meet her lips It was odd for someone to come looking for her. Most tried to stay away. "Patchouli? Did she say about what?"

"Something to do with the hotsprings that errupted over by the Hakurei Shrine," she said, shrugging her shoulders. However she took notice as Yukari set down her glass and drew her finger over open space, creating a gap. "You plan on going to her right now?"

Yukari nodded and said, "She has a good head on her shoulders. If she wants to see me about something, it would be rude to keep her waiting. Try to make sure you have some sort of meal prepared by the time I get back. I shouldn't be more than an hour."

And with that, the Youkai of borders stepped through the portal she had created and went to the Scarlet Devil Mansion.

Going where I want. That's something I'm used. Being taken against my will? That's something new. Not that I can complain, as this place seems to be nice enough. I have been briefed as to the nature of this place, however I can not help but notice the distinct lack of populace. There is obviously a sprawling metropolis before me with more than enough room for the whole of Gensokyo to fit in. I have seen some activity on this so called 'network.'

So I am forced to ask, where is everyone?
