Implement more cinder features In OSC

We have had a BP for cinder command support by Sheel Rana :

It include many cinder commands and options we need to implement, but it has not listed them completely, there still are some important features which are not in the list need to be implemented.
So I list some more features which we may need to implement in this BP:

1.Some about volume:
Creates volume from replicated volume source.
Specify a consistency group where the newly created volume belongs to.
Specify Scheduler hints for a newly created volume.
Allow a newly created volume to be attached more than once.
Changes the volume type for a volume.
Migrates volume to a new host.
Updates volume read-only access-mode flag.

2. Some about encryption type
Creates encryption type for a volume type.
Creates encryption type for a volume type.
Shows encryption type details for volume types.
Shows encryption type details for a volume type.
Set encryption type information for a volume type.

3. Some about consistency group snapshot
Create a consistency group snapshot.
Delete one or more consistency group snapshots.
List all consistency group snapshots.
Show consistency group snapshot details.

4. Others:
None
