Windows 11 Build 22000.51 - Settings Fails to Launch for Devices with Multiple User Accounts

Hello Windows Insiders!

We released the first preview build of Windows 11 today to the Dev Channel.  We're excited and hope you are as well!

There is currently a known issue that affects devices with multiple user accounts that take this upgrade.  Here are the details and a workaround for the bug.

Who:  Dev Channel users installing the upgrade to build 22000.51

What:  Settings app will fail to launch on devices that have multiple user accounts prior to the build install

Why:  Known bug causing the issue, fix is underway for a future preview build

To work around this issue after the install, please follow these steps:

  1. Ensure all work is saved on the device.  Close open applications.
  2. Click Start
  3. Type powershell and select/launch the Windows PowerShell application

4. Copy/paste and execute this ENTIRE command:

- *Get-appxpackage microsoft.ui.xaml.cbs |? {($\_.version -ne "2.62106.1002.0")} | remove-appxpackageAdd-appxpackage -Register -DisableDevelopmentMode -ForceApplicationShutdown C:\Windows\SystemApps\Microsoft.UI.Xaml.CBS\_8wekyb3d8bbwe\AppxManifest.xmlGet-appxpackage microsoft.ui.xaml.cbs |? {($\_.version -ne "2.62106.1002.0")} | remove-appxpackageAdd-appxpackage -Register -DisableDevelopmentMode -ForceApplicationShutdown C:\Windows\SystemApps\Microsoft.UI.Xaml.CBS\_8wekyb3d8bbwe\AppxManifest.xml*
  1. Once completed, please try to open the Settings app.  If it opens successfully, you're done!
  2. If the issue persists, please paste and re-run the command a second time
  3. After running the script a second time, please open the Settings app again.
  4. If the crash issues persists, please reboot the device and this should complete the process.

That should fix affected devices. We're also working on a fix that will be included in a future preview build to prevent users from needing this workaround.

    hey

    i updated windows 11 from windows 10

    and initially i found an error called ms-settings

    by this error i am not able to run startmenu or display personalize

    however if i go for web browsing it is working correctly but when i click on startup menu then

    no action occuring and when i go to personalize that error is occuring

    overall i am not able to operate startmenu and settings

    please help..

    I think i have the same issue. i can't launch the start menu either by clicking on start or by clicking on the windows key from the keyboard. Also I can't open the action center to view notifications and I can' t pin or unpin programs on the taskbar (generally right clicking on program icons on the taskbar doesn't work at all) please help if there is a work around this as this is the only issue i am facing currently on this build.

    hey,

    i tried all methods to fix the error "ms-setting"(this file does not have an app associated eith it performing this action. please install an app or , if one is already installed, create an associciation in the default apps setting page.)

    including this method

    • but the error persist no improvement are shown
    • i cant operate search bar and contana to and setiings also
    • i even reset my pc and then tried but the same error are occuring
    • can you please give me a better solution or any kind of update because i am very excited to explore windows 11 but by this error my plan to explore windows 11 and exploring new features are ruined

    even i am not able to access startup menu or pin any program and if i am trying to open settings from cmd the another error is coming "file system error (-2147219196)

    please fix this error as early as possible.
