The administrator is able to select a menu(from menu editor) in post/page editor. The navigation menu will be outputed with help from page_navigation_menu() function.

Installation

Upload page_navigation_menu.php to /wp-content/plugins/page_navigation_menu/
Activate the plugin through the ‘Plugins’ menu in WordPress
Use the function page_navigation_menu() in a page template.
