We work towards a society where all persons in Malta may enjoy all their fundamental human rights. We emphasise everyone’s right to be able to access a remedy when their rights are violated.
Much of our work is gathered within projects. However a lot of our work is not contained within a project, but happens in response to current situations or due to advocacy goals that we identify in our operations. These are our campaigns, or advocacy initiatives. They target areas where we feel legal or policy changes are necessary and where our contribution can make a difference.
In all this, we work closely with several partners: governmental and non-governmental; national, European and international.
Our Legal Unit focuses on Malta’s most vulnerable communities by offering legal services: information, empowerment, support and interventions. Everyone is welcome to seek our assistance, and whilst we try to meet all demands we prioritise those that are most urgent in terms of vulnerability, risk factors, and financial means.
What themes do we look at?
Every 3 years we assess the national situation: what’s happening, upcoming challenges and opportunities, existing stakeholder presence, potential for impact, and resource requirements.
The outcome of this discussion is our Strategic Plan, covering 3 years of operations. This exercise also allows us to establish internal goals for our constant improvement in terms of efficiency and transparency. We evaluate and review our work at the end of every year.
Our mission calls us to monitor, report and act on access to human rights in Malta. These are our three pillars of action. What do they mean?
- Observe and assess law, policies and practices;
- Visit closed and open migrant centres, prison and other sites where persons are deprived of their liberty;
- Dialogue with NGO partners and networks;
- Engage with our beneficiaries.
- Follow the transposition and implementation of EU law and other European/international instruments.
Research and compile generic or specific human rights reports.
- Research and publish human rights reports;
- Coordinate submissions to relevant bodies and mechanisms of the United Nations, Council of Europe and European Union;
- File transposition reports with EU Commission;
- Advocate with with national, European and international stakeholders;
- Maintain a regular media presence.
Either provide information, advice and interventions in individual cases, or advocate on a broader scale with the relevant institutions.

- Refer cases we are unable to work on;
- Deliver human rights training activities;
- File human rights cases before tribunals and Courts (national, European and international).
