Our ruling
The $550 saving spruiked by Tony Abbott refers to the 2014/15 financial year, based on Treasury modelling and some good faith in power companies. We gave that a Half True.
The forecast savings would be much less under a cheaper, floating price. Even if you accept that Labor only promised to move to an ETS early, it would have rolled over to a floating price in 2015 anyway.
So when Abbott says "households will be better off to the tune of $550 a year", it really only applies for one year in his best-case scenario.
