The Government fulfils this duty through its Annual financial statement, which is contained in the Budget.<br \/>\nThe <strong>Budget<\/strong> also includes <strong>the Demand-for-Grants<\/strong>, <strong>Appropriation Bill (<\/strong>to authorise the Government to use funds<strong>)<\/strong>, <strong>Finance Bill (<\/strong>to introduce new taxes<strong>)<\/strong>, <strong>Macroeconomic Framework Statement<\/strong> (required under the FRBM Act), <strong>Fiscal Policy Strategy Statement<\/strong> and <strong>Medium-Term Expenditure Statement<\/strong> apart from the <strong>Annual financial statement<\/strong>.<br \/>\nThe Summary of the Union Budget of 2023-24 is discussed in this article.<\/p>\n<h2>Achievements of India as Stated in the Budget<\/h2>\n<ul>\n<li>India&#8217;s economic growth at <strong>a rate of 7%<\/strong> is the highest among the major economies. The economy is on the <strong>right track<\/strong> after the shocks of the Covid-19 pandemic and the war.<\/li>\n<li>India has made <strong>several achievements<\/strong> that are contributing to its increasing global stature:<\/li>\n<li>Unique world-class digital public infrastructure, such as, Aadhaar, Co-Win and UPI.<\/li>\n<li>Covid <strong>vaccination<\/strong> drive in unparalleled scale and speed.<\/li>\n<li>proactive role in frontier areas, such as achieving climate-related goals,<\/li>\n<li><strong>Mission LiFE<\/strong>, and<\/li>\n<li>National Hydrogen Mission.<\/li>\n<li><strong>PM Garib Kalyan Anna Yojana (PMGKAY)<\/strong> has been instrumental in ensuring food and ensuring nutritional security during the COVID pandemic. This scheme will continue with the expenditure borne entirely by the Centre.<\/li>\n<li><strong>G20 Presidency<\/strong> offers a unique opportunity for India to steer an ambitious, people-centric agenda to address global challenges and facilitate sustainable economic development.<\/li>\n<li>India is now <strong>the 5<sup>th<\/sup> largest economy<\/strong> in the world, offering an optimal environment for businesses and a vibrant innovation ecosystem. It also has made significant progress in many of the Sustainable Development Goals.<\/li>\n<li>Indian economy is now <strong>more formalised<\/strong>, and several schemes for <strong>inclusive development<\/strong> are producing positive outcomes.<\/li>\n<\/ul>\n<h2>Vision for Amrit Kaal \u2013 an empowered and inclusive economy<\/h2>\n<p>The vision for Amrit Kaal is <strong>a technology-driven and knowledge-based economy with strong public finances and a robust financial sector<\/strong>. This vision is anchored upon <strong><em>Jan Bhagidari<\/em><\/strong> through <strong><em>Sabka Saath Sabka Prayas<\/em><\/strong> and will be realised by:<\/p>\n<ol>\n<li>facilitating ample <strong>opportunities<\/strong> for citizens, especially the youth, to fulfil their aspirations.<\/li>\n<li>providing strong impetus <strong>to growth and job creation<\/strong> and<\/li>\n<li>strengthening <strong>macroeconomic stability<\/strong>.<\/li>\n<\/ol>\n<p><strong>4 opportunities can be transformative during Amrit Kaal:<\/strong><\/p>\n<ol>\n<li>Economic Empowerment of Women<\/li>\n<li>PM VIshwakarma KAushal Samman (PM VIKAS)<\/li>\n<li>Tourism<\/li>\n<li>Green Growth<\/li>\n<\/ol>\n<p><strong>Economic Empowerment of Women<\/strong>:<\/p>\n<ul>\n<li>The 81 lakh Women Self Help Groups under Deendayal Antyodaya Yojana National Rural Livelihood Mission will be encouraged to form <strong>large producer enterprises or collectives<\/strong>, each having several thousand members and managed professionally.<\/li>\n<li>These entities will help the rural women with the supply of raw materials, design, quality, packaging, and marketing of their products so that they can cater to large consumer markets.<\/li>\n<\/ul>\n<p><strong>PM Vishwakarma Kaushal Samman (PM VIKAS<\/strong>)<\/p>\n<ul>\n<li><strong>A package of assistance<\/strong> has been formulated for traditional artisans and craftspeople, referred to as Vishwakarma, covering areas like quality, scale and reach of their products as well as integrating them with MSMEs value chains.<\/li>\n<li>The support is <strong>multi-dimensional<\/strong> in the form of financial assistance, access to advanced skilling and training, knowledge of modern digital techniques and efficient green technologies, brand promotion, linkage with local and global markets, digital payments, and social security.<\/li>\n<\/ul>\n<p><strong>Tourism <\/strong><\/p>\n<ul>\n<li>The tourism sector holds great <strong>employment and entrepreneurship potential<\/strong> for the youth. This can be realised by promoting tourism on a <strong>mission mode<\/strong> using the PPP channels <strong>and convergence<\/strong> of government initiatives and with the <strong>active participation of the states.<\/strong><\/li>\n<\/ul>\n<p><strong>Green Growth<\/strong><\/p>\n<ul>\n<li>Green growth involves green fuel, green energy, green farming, green mobility, green buildings, and green equipment and energy efficiency. Aim = to boost the availability of <strong>disease-free, quality<\/strong> planting material for <strong>high-value<\/strong> horticultural crops.<\/li>\n<\/ul>\n<h3>4.\u00a0\u00a0\u00a0\u00a0 Global Hub for Millets: &#8216;Shree Anna&#8217;<\/h3>\n<ul>\n<li>To make India a Global Hub for Millets, <strong>the Indian Institute of Millet Research, Hyderabad<\/strong>, will be supported as <strong>the Centre of Excellence<\/strong> for sharing best practices, research, and technologies at the international level.<\/li>\n<\/ul>\n<h3>5.\u00a0\u00a0\u00a0\u00a0 Cooperation<\/h3>\n<ul>\n<li>The Government is promoting a <strong>cooperative-based economic development mode<\/strong>l to help farmers, especially small and marginal farmers, and other marginalised sections.<\/li>\n<li>Steps in this direction:\n<ul>\n<li>A <strong>new Ministry of Cooperation<\/strong> was formed to realise the vision of &#8216;Sahakar Se Samriddhi&#8217;.<\/li>\n<li>Strengthening of Primary Agricultural Credit Societies (PACS) through <strong>computerisation<\/strong>.<\/li>\n<li>Formulating <strong>model bylaws<\/strong> enabling PACS to become multipurpose PACS.<\/li>\n<li>A <strong>national cooperative database<\/strong> is being developed for country-wide mapping of cooperative societies.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>New in the Budget:\n<ul>\n<li>A massive, decentralised storage capacity shall be implemented \u2012 to ensure that farmers can store their produce and realise remunerative prices of their produce through the release of their products at an appropriate time.<\/li>\n<li>The Government will facilitate the setting up a large number of multipurpose cooperative societies, dairy cooperative societies and primary fishery societies in uncovered panchayats and villages in the next 5 years.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3>6.\u00a0\u00a0\u00a0\u00a0 Others<\/h3>\n<ol>\n<li><strong>Enhanced productivity of cotton crops<\/strong>\n<ul>\n<li>Productivity of <strong>extra-long staple cotton<\/strong> will be enhanced:\n<ul>\n<li>By adopting a <strong>cluster-based and value chain<\/strong> approach in PPP mode<\/li>\n<li>Through <strong>collaboration<\/strong> between farmers, state and industry for input supplies, extension services, and market linkages<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<ol start=\"2\">\n<li><strong>Fisheries<\/strong>\n<ul>\n<li>A <strong>new sub-scheme<\/strong> worth an outlay of \u20b9 6,000 crores for investments will be launched under <strong>PM Matsya Sampada Yojana<\/strong>.<\/li>\n<li>Aim = To encourage market expansion, improve the efficiency of the value chains and encourage the activities of fish vendors, fishermen, and micro &amp; small enterprises.<\/li>\n<\/ul>\n<\/li>\n<li>The target for <strong>agriculture credit <\/strong>will be enhanced to \u20b920 lakh crore, focusing on animal husbandry, dairy, and fisheries.<\/li>\n<\/ol>\n<h2>Health, Education and Skilling<\/h2>\n<h3>1.\u00a0\u00a0\u00a0\u00a0 Nursing Colleges<\/h3>\n<ul>\n<li>Nursing schools will be established alongside the 157 medical colleges that have been operating since 2014.<\/li>\n<\/ul>\n<h3>2.\u00a0\u00a0\u00a0\u00a0 Sickle Cell Anaemia Elimination Mission<\/h3>\n<ul>\n<li>It will be launched. Aim = To eliminate Sickle Cell Anaemia <strong>by 2047.<\/strong><\/li>\n<li>Pillars = Awareness creation, <strong>universal<\/strong> <strong>screening<\/strong> with a focus on the age group of <strong>0-40 years<\/strong> in affected tribal areas, counselling, and collaboration of central and state governments.<\/li>\n<\/ul>\n<h3>3.\u00a0\u00a0\u00a0\u00a0 Medical Research Facilities<\/h3>\n<ul>\n<li>To encourage collaborative research and innovation<strong>, selected ICMR labs will be provided facilities<\/strong> to enable research by public and private medical college faculty and private sector R&amp;D teams.<\/li>\n<\/ul>\n<h3>4.\u00a0\u00a0\u00a0\u00a0 Pharma Innovation<\/h3>\n<ul>\n<li>A new programme is to be launched to promote R&amp;D in pharmaceuticals through <strong>centres of excellence<\/strong> and by encouraging <strong>investment by the industry <\/strong>for R&amp;D in specific priority areas.<\/li>\n<\/ul>\n<h3>5.\u00a0\u00a0\u00a0\u00a0 Multidisciplinary courses for medical devices<\/h3>\n<ul>\n<li>To ensure the availability of <strong>skilled labour for futuristic\u00a0medical technologies,<\/strong> high-end manufacturing, and research, dedicated\u00a0multidisciplinary courses for medical devices will be promoted in existing\u00a0institutions.<\/li>\n<\/ul>\n<h3>6.\u00a0\u00a0\u00a0\u00a0 Teachers&#8217; Training<\/h3>\n<ul>\n<li>Teacher&#8217;s training shall be re-envisioned through:<\/li>\n<li>Innovative pedagogy, curriculum transaction, continuous professional development,<\/li>\n<li>Dipstick surveys,<\/li>\n<li>ICT implementation, and<\/li>\n<li>Developing District Institutes of Education and Training <strong>(DIETs) as vibrant institutes of excellence.<\/strong><\/li>\n<\/ul>\n<h3>7.\u00a0\u00a0\u00a0\u00a0 National Digital Library for Children and Adolescents<\/h3>\n<ul>\n<li>It will be set up to facilitate the <strong>availability of quality books<\/strong> across geographies, languages, genres and levels, and <strong>device-agnostic<\/strong><\/li>\n<li><strong>Vibrant Physical libraries<\/strong>\n<ul>\n<li>States will be encouraged to provide <strong>infrastructure<\/strong> for <strong>accessing<\/strong> the National Digital Library resources and open <strong>physical libraries<\/strong> for children and adolescents at panchayat and ward levels.<\/li>\n<li>National Book Trust, Children&#8217;s Book Trust and other sources shall be encouraged to <strong>contribute noncurricular titles<\/strong> in regional languages and English to the physical libraries to build a <strong>culture of reading.<\/strong><\/li>\n<li>Financial sector regulators and organisations will be urged to supply these libraries with <strong>age-appropriate reading material to foster financial literacy.<\/strong><\/li>\n<\/ul>\n<\/li>\n<li><strong>Collaboration with NGOs<\/strong> that work in literacy.<\/li>\n<\/ul>\n<h2>PRIORITY 2: REACHING THE LAST MILE<\/h2>\n<p>Extension of existing Initiatives<\/p>\n<ol>\n<li>Aspirational Districts and Blocks Programme<\/li>\n<li>Eklavya Model Residential Schools<\/li>\n<li>PM Awas Yojana<\/li>\n<\/ol>\n<p>New initiatives:<\/p>\n<ol>\n<li>Pradhan Mantri PVTG Development Mission<\/li>\n<li>Upper Bhadra Project<\/li>\n<li>Bharat Shared Repository of Inscriptions (Bharat SHRI)<\/li>\n<\/ol>\n<p>Support for poor prisoners<\/p>\n<h2>1.\u00a0\u00a0\u00a0\u00a0 Pradhan Mantri PVTG Development Mission<\/h2>\n<ul>\n<li>It shall be launched with a corpus of \u20b915,000 crores over 3 years under the Development Action Plan for the Scheduled Tribes.<\/li>\n<li>Aim: To improve the socio-economic conditions of the particularly vulnerable tribal groups (PVTGs).<\/li>\n<li>The PVTG families and habitation will be saturated with basic facilities and opportunities for education and sustainable livelihood.<\/li>\n<\/ul>\n<h2>2.\u00a0\u00a0\u00a0\u00a0 Bharat Shared Repository of Inscriptions (Bharat SHRI)<\/h2>\n<ul>\n<li>It will be set up in <strong>a digital epigraphy museum<\/strong>. The first phase will involve the digitisation of 1 lakh ancient inscriptions.<\/li>\n<\/ul>\n<h2>3.\u00a0\u00a0\u00a0\u00a0 Others<\/h2>\n<h3>1.\u00a0\u00a0\u00a0\u00a0 Aspirational Blocks Programme<\/h3>\n<ul>\n<li>Modelled on the Aspirational Districts Programme, it has already been launched, covering 500 blocks for providing <strong>essential government services<\/strong> in various areas like health, nutrition, education, water resources, financial inclusion, skill development, and basic infrastructure.<\/li>\n<\/ul>\n<h3>2.\u00a0\u00a0\u00a0\u00a0 EMRS<\/h3>\n<ul>\n<li>Around <strong>39000 teachers and support staff<\/strong> shall be <strong>recruited<\/strong> for Eklavya Model Residential Schools over 3 years.<\/li>\n<\/ul>\n<h3>3.\u00a0\u00a0\u00a0\u00a0 Upper Bhadra Project<\/h3>\n<ul>\n<li>The Upper Bhadra Project, serving <strong>Karnataka&#8217;s central drought-prone central region, <\/strong>will be given <strong>central assistance of \u20b95,300<\/strong><\/li>\n<\/ul>\n<h3>4.\u00a0\u00a0\u00a0\u00a0 PM Awas Yojana<\/h3>\n<ul>\n<li>Its outlay is being enhanced by <strong>66%<\/strong> to over \u20b979,000 crores.<\/li>\n<\/ul>\n<h3>5.\u00a0\u00a0\u00a0\u00a0 Poor prisoners<\/h3>\n<ul>\n<li>Poor prisoners unable to pay the penalty or bail amount\u00a0will be given financial assistance.<\/li>\n<\/ul>\n<h2>PRIORITY 3: INFRASTRUCTURE &amp; INVESTMENT<\/h2>\n<p>Capital Investments<\/p>\n<ul>\n<li>Capital Investments &#8211; a driver of growth and jobs.<\/li>\n<li>Effective Capital Expenditure.<\/li>\n<\/ul>\n<p>Infrastructure<\/p>\n<ul>\n<li>Enhancing opportunities for private investment in Infrastructure through Infrastructure Finance Secretariat.<\/li>\n<li>Harmonized Master List of Infrastructure.<\/li>\n<\/ul>\n<p>Transport and Logistics<\/p>\n<ul>\n<li>Railways.<\/li>\n<li>Logistics.<\/li>\n<li>Regional Connectivity.<\/li>\n<\/ul>\n<p>Urban Development<\/p>\n<ul>\n<li>Sustainable Cities of Tomorrow.<\/li>\n<li>Making Cities ready for Municipal Bonds.<\/li>\n<li>Urban Infrastructure Development Fund<\/li>\n<\/ul>\n<p>Urban Sanitation<\/p>\n<h2>Capital Expenditure<\/h2>\n<h3>1.\u00a0\u00a0\u00a0\u00a0 Steep rise in capital investment<\/h3>\n<ul>\n<li>Capital investment has been increased <strong>steeply by 33% to \u20b910 lakh<\/strong> <strong>crores (~ 3.3% of the GDP)<\/strong> for the current year.
