First of all, there were a lot of people who pointed me in the right direction to making this icon. I wanted to say thank you again to them. Now that I have my final product, I figured a tutorial was in order to show exactly how I got to the end:)

-Your numbers may be a bit different than mine. Play around with the settings to compliment your icon:)

1) Crop your icon to 100x100.
2) Create a curves layer (Image> Adjustments>Curves). These were my settings
RGB
Point 1- I: 46 O: 73
Point 2- I: 188 O: 194
RED
Point 1- I: 134 O: 90
Point 2- I: 196 O: 193
GREEN
Point 1- I: 76 O: 52
Point 2- I: 185 O: 165
BLUE
Point 1- I: 55 O: 106
Point 2- I: 87 O: 175
3) Create a Selective Color Layer (Image> Adjustments>Selective Coloring) These were my settings::

4) Create another Selective Color layer. (Image> Adjustments>Selective Coloring) These were my settings::

5) Create a Color Balance Layer (Image> Adjustments> Color Balance) These were my settings::
MIDTONES- +24, +11, -27
HIGHLIGHTS- +12, +13, -8
6) Create a new blank layer. (Layer>New>Layer) Now with your brush tool , go over her lips with a red color. I used. #B25144. Set the layer to Overlay at 80%.
7) Copy the 'lips' layer and set this layer to Soft Light at 80%. This will brighten up her lips.
8) Create a stamp of your image (Ctrl+Alt+Shift+E) Set this layer to Soft Light at 60%.
9) Merge all layers and you're done!:)
